# Heat injuries by state: Texas and Florida outnumber the next 13 combined.

Two states, no state heat rule between them, and **almost half of every heat hospitalization reported to federal OSHA since 2021.** Texas and Florida logged 462 cases from 2021 through November 2025. The next 13 states together logged 442.

**43.8%**of federal OSHA heat hospitalizations, 2021 to Nov 2025, came from Texas and Florida.

Houston’s urban heat island. Cities add heat that the forecast high doesn’t show.

## Big, hot, and no state heat rule.

Neither Texas nor Florida has its own workplace heat standard, and both have passed laws that block cities and counties from requiring water and rest breaks. See [Texas heat rules](https://www.clemacooling.com/texas-heat-rules) and [Florida heat rules](https://www.clemacooling.com/florida-heat-rules).

To be fair to both states, these are raw counts, not rates. They are also two of the largest, hottest states, with huge construction and logistics workforces.

### Why California isn’t here

California, Washington, Oregon, Arizona, Nevada and other state-plan states report to their own agencies, so they barely appear in federal data. This is not a national ranking of heat risk.

### No state rule isn’t no rule

Federal OSHA still enforces heat hazards everywhere through the General Duty Clause and its heat emphasis program. See the [OSHA heat standard](https://www.clemacooling.com/osha-heat-standard) and [too hot to work law](https://www.clemacooling.com/too-hot-to-work-law).

## Questions people ask about this data.

Which state has the most heat injuries at work?

Among states under federal OSHA, Texas reported the most heat-related severe injuries from 2021 to November 2025 (246), followed by Florida (216). Together they account for 43.8% of all reports, more than the next 13 states combined (442).

Does Texas have a heat law for workers?

Texas has no state workplace heat standard, and House Bill 2127 blocks cities from enforcing their own water-break ordinances. Federal OSHA's General Duty Clause and heat National Emphasis Program still apply.

Why isn't California in the federal data?

California runs its own state plan (Cal/OSHA), so serious injuries there are reported to Cal/OSHA rather than federal OSHA. The same goes for Washington, Oregon, Arizona, Nevada and other state-plan states, so the federal ranking is not a national one.
