What cooling actually works on a roof?

The surface
Hotter than the forecast, by a wide margin. The US EPA puts a conventional roof at 150°F or more on a sunny summer afternoon, black asphalt at 165 to 185°F at midday, and conventional roofs 55 to 85°F hotter than the surrounding air.

How far a conventional roof runs above ambient. A cool roof stays within 10 to 20°F of it (US EPA).
Nothing to stand under
Shade is the first control in every heat rule written. On a roof deck it is the one control the site cannot supply.

Most trades take heat from one direction. Roofing takes it from the sky and from the surface the crew is kneeling on.
The risk
Construction is 36% of US occupational heat deaths on about 6% of the workforce (CDC/NIOSH, 1992–2016 data). Roofers are not average even inside that number. Their heat-death risk index is 6.93, about seven times the typical construction worker (Dong et al., 2019).
Height changes the stakes
Dangerous. Heat strain dulls reaction time and judgment before anyone notices it happening.
At grade that is a mistake. On a slope, in a harness, near an edge, it is a different category of outcome.
Ice vests need a freezer. Roofs are famously short on freezers.
Compliance
No final federal standard exists yet, but roofing is already covered. Heat is citable today under the General Duty Clause, and construction is a priority sector in OSHA's Heat National Emphasis Program.

The gear

Shade is the first control in every heat rule ever written. A roof is the one place you cannot install any.
The business case
Two ways, both in the same quarter: hours lost on the hottest days, and the incident that stops the job. A single heat illness incident can run $50K to $200K or more across workers' compensation, OSHA exposure, and downtime, before any litigation. And a stop-work day costs the schedule whether or not anyone is hurt.
